I am new to the SEO world and am wondering if there is a way to do one way linking without paying money.....Can anyone help me with this?

There are several ways you can get one-way links, basically:

1. Buy links (say on textlinkads.com, plus you can also sell your sites as link spots to them to cover the cost)

2. Submit to directories. There are thousands of great free directories out there, and many of them do not require a link back.

3. Write articles and press releases and submit them. This is also a great source of one-way links.
